Issues of Public Hearings' Analysis through Civil Society Formation in Modern Russia

Abstract: 

The article examines public hearings as a form of political participation of citizens. The author determines the location of public hearings within the framework of socio-political processes, their potential to overcome political apathy and to create civil society. The principles for integrated and systematic study of emerging Russian practice of public hearings are suggested.
