The article deals with the methodological approaches to social and political transformations of modern Russian society by means of views the Great Russian philosopher I. A. Ilyin (1883–1954). The main emphasis is laid on the role of the political power in the system modernization of modern Russia.

It was shown that the foreign policy mechanism is in the form of the political system, which provides the definition of the goals, objectives, priorities and directions of the foreign policy, and the allocation of resources for its implementation. The elements of foreign policy mechanism are divided into constitutional (state bodies) and extra-constitutional (political parties, NGOs, economic structures, public opinion).

The author studied the documentary materials that represent the work of public organizations of businessmen under of monarchy and in modern Russia. The research has shown successful communication not big business community with the government at the turn of XIX– XXth centuries under of monarchy. The study also revealed controversy of authority and modern small and medium-sized business community, dissatisfaction of this business community with interaction with the authorities.

The article considers traditional and normative bases of providing the balance between the state’s political functionality and civil society in post-soviet Russia. Exemplified by one of the most important articles of the Russian Constitution, possibility of different interpretation of the social state’s functionality and civil society potential for public problem solving in contemporary Russia is shown.

This article discusses the interaction of power institutions with citizens at the regional level. The definition of a region is given and described. The results of the study conducted in Saratov region are presented. The results obtained during the survey are analyzed and compared with the studies of other authors and statistical collections. These observations allow us to say that the current level of society’s informatization is not enough for the open model of the interaction between the power and the population.
