 Modern socio-economic conditions necessitate the active involvement of the population and, fi rst of all, youth in the activities of civil society institutions, including the work of non-profi t organizations that can become a driving force for the integration and mobilization of society. At the same time, in most sectors of human activity in recent years, a project approach has been actively introduced, in the implementation of which NPOs have signifi cant experience.

The regulation of foreign agents’ activities as part of ensuring the security of Russian sovereignty, the constitutional order and national interests from the foreign infl uence is one of the key directions of the development of Russian politics and society nowadays. The actuality of this problem is driven by the presence of internal and external threats. The article presents the prerequisites for the adoption of regulation regarding foreign agents’ activities in the Russian Federation.

This article describes the basic functionality of the political interpretation of civil society institutions. The author proposes to divide them into three areas: economic, social and political. It is concluded that the model of «mutual responsibility partnership» affect the functionality of the institutions of civil society.

The article is devoted to the analysis of modern trends of Russian civil society formation, internal and external factors that influence on these processes and some issues and restrictions of its development.
