Russian Federation identifies itself at the present stage of its development as an original state-civilization that united the Russian and other peoples who make up the cultural and civilizational community of the Russian world. Achieving such a result would have been impossible without using the tools of diplomacy, since from the formation of the Ancient Russian state to the period of overcoming the consequences of the collapse of the USSR, it was the foreign policy factor that played an important role in the establishment of the Russian statehood.

The searching for ways of cooperation between the USSR and Great Britain in the preparation for joint armed operation in Iran in August, 1941, as well as clarification of its feasibility for the others interested parties are examined in the article. When writing the article the author relied on Russian and foreign documentary sources, including the collection of the National Archives of Great Britain.
