The article analyzes the current state and prospects of development of political and administrative control of international (inter-ethnic) relations in the city of Baikonur, functioning in the conditions of the lease. Consistently the features of the political and legal status of the city of Baikonur, studied experience of the executive authorities of the city of Baikonur to regulate international (inter-ethnic) relations.

The article is about peculiarities of the regional level ethnic and confessional relations in post-Soviet Russia. Dynamic of the ethnic and confessional structure of the population, key origins of conflicts in this area, main directions of their political management and preventing are analyzed as exemplified by Saratov region.

On the example of the formation and functioning Of the representation Of the head of the Chechen Republic in the Saratov region, the authors show one of the trends of centralization and regulation of the national Diaspora in the modern regional political process, which is an integral part of the national policy.

The article presents the comparative analysis of the state`s national policy concept and strategyregarding the efficiency of the realized practices of nation building and harmonizing the ethnic confessional relations at the regional level. The state`s national policyin Russia focusing on the background context of ethnic cultural regulators is considered. The authors’ reflection is directed to defining theefficiency of the most often used ways of obtaining social information.The conclusion is made that Verstehen methodology and ethnomethodology posses serious potential.

The article is devoted to measuring the effectiveness of the state national policy in Saratov region by means of using sociological methods and practices. The most commonly used method of obtaining social information in such studies was the combination of quantitative (questionnaire) and qualitative (expert survey) methods. The study revealed a number of trends in the development of the ethno-confessional situation in Saratov region.
