Public-private partnership policy and the institutionalization of corporate relations in public administration in modern Russia

Abstract: 

This article provides a detailed analysis of the institutionalization of corporate relations in modern Russia as a public-private partnership policy, its role in the public administration system, and its infl uence on industry policies. It examines the political evolution of corporate relations, beginning with their institutionalization in Part II of the Civil Code of the Russian Federation in 1994, and examines key stages and achievements in this area. Particular attention is paid to the analysis of public-private partnership policy as an eff ective form of cooperation between the state and the private, public sectors. The article analyzes the fundamental principles and mechanisms of public-private partnerships. Emphasizing their political role in the implementation of national projects and programs aimed at the country’s economic and social development, it examines the distribution of risks and benefi ts between the state and the private sector, as well as the political and legal aspects of formalizing such partnerships. The article also highlights various forms of public-public interaction, including public-state associations and organizations. Specifi c examples of such structures as the Committee of Veterans of Special Risk Units of the Russian Federation and the Russian Movement of Children and Youth are provided, and their activities are analyzed in the context of implementing state policy. The mechanisms of interaction between these organizations and government agencies and their contribution to addressing socially signifi cant issues and achieving political goals are discussed. The article examines the impact of public-private partnership policies and corporate law not only on the essential characteristics of industry policies but also on the regulation of relations within corporations and between corporations and the state. Emphasis is placed on the political role of the legislative process in corporate law in ensuring sustainable economic growth and economic diversifi cation, increasing the eff ectiveness of public administration, and strengthening political stability. Particular attention is paid to analyzing the political signifi cance of the activities of state corporations as unitary legal entities and their role in banking operations with non-commercial goals underlying public-private partnership policies. The article presents a comprehensive study that combines the analysis of individual theoretical concepts and practical examples as fundamental elements of the functioning of the political sphere of state goal-setting and legislation as a process of political institutionalization. It demonstrates the multifaceted and complex processes of the formation and development of corporate law in Russia. The author concludes that public-private and public-public partnerships are essential for achieving the country’s strategic development goals, improving the eff ectiveness of public administration, and political stability. It emphasizes that state corporations and public-public associations in Russia can be the subject of political analysis of sectoral policies, and that eff ective interaction between the state, the private sector, and public organizations contributes to addressing important economic and social issues, strengthening national security, and developing civil society.
