The article examines the problem of accelerated development of information and communication technologies in the network society and associated increase in the role of social media in Russian public policy. The process of researching propaganda is becoming increasingly relevant due to the increasing complexity of managing socio-political processes and emerging crises. Digital propaganda in this context is the dissemination of political ideas through the use of social media and information technology to influence public opinion.

В статье рассматриваются политико-правовые проблемы информационного развития органов местного самоуправления в контексте административной реформы. Особое внимание уделено вопросам создания эффективных мер по информатизации деятельности органов исполнительной власти, а также анализ зарубежной и российской практики по исследуемой проблематике.

The main problem tackled in this research deals with information technologies as the instrument of boosting national interests of Russia. The author comes to the conclusion that the information society shows the other side and the subject deals with not only mutual interests in the name of world development, but modification of the international relations on the base of the modern information technologies.

The article discusses the main trends in the field of artificial intelligence in relation to the educational sphere. The analysis of the use of artificial intelligence technologies and their impact on the higher education system was carried out. The attitude of the citizens of the Russian Federation to artificial intelligence in education was investigated. The main reasons for the fears of the respondents about the use of intelligent information systems in the educational sphere were identified.

Education is one of the most important institutions of social reproduction, providing both the processes of socialization and the formation of the professional competence of society members. Education as an institution is not static. It changes under the infl uence of various social factors, and, in particular, it is transformed depending on what social demands are.
