Within the framework of this article, the main problems associated with the actualization in domestic social science of scientifi c research on various aspects of the functioning of political ideologies in modern Russia are considered.

Статья посвящена анализу международных стандартов участия граждан в управлении делами государства. Автором последовательно анализируются универсальные и региональные международные документы, фиксирующие стандарты участия граждан в управлении государственными делами.

В статье анализируется внесение поправок в Конституцию РФ. И сследуются мотивация предложенных Президентом РФ изменений, аргументы, выраженные в Послании к Федеральному Собранию РФ, тенденции и противоречия развития политического процесса в России. Автор обозначает позиции основных политических сил, выразивших свое отношение к самому факту и процессу изменения Основного закона. Формулируется вывод о противоречивости результатов коррекции Конституции РФ.

The article considers traditional and normative bases of providing the balance between the state’s political functionality and civil society in post-soviet Russia. Exemplified by one of the most important articles of the Russian Constitution, possibility of different interpretation of the social state’s functionality and civil society potential for public problem solving in contemporary Russia is shown.

The article is about key value models of social justice presented in the Constitution of the Russian Federation and the level they are embodied in real social, political, and economic life of modern Russia. The author evaluates constitutional changes proposed in terms of their correspondence to popular visions of social justice and fair structure of society.
