Food security policy of the Kingdom of Saudi Arabia

Abstract: 

This article examines the food security policy of the Kingdom of Saudi Arabia. Based on an analysis of the Kingdom’s guiding documents and programs – including “Saudi Vision 2030”, the “National Biotechnology Strategy,” the National Program for the Development of Livestock and Fisheries, the “Green Saudi Initiative,” among others – as well as reports from international organizations (such as the Food and Agriculture Organization of the UN) and analytical materials from foreign agencies (e.g., the Gulf Cooperation Council’s Food Security Strategy), the study outlines the Kingdom’s activities in addressing food security challenges. The author highlights not only the Kingdom’s contemporary achievements but also the emerging challenges and attempts to mitigate them. The article explores specific features of Saudi Arabia’s food security policy; accordingly, the study identifies the key actors involved – various Saudi agencies responsible for developing and implementing food security policy directions. The author argues that addressing food security has become a national priority for the Saudi leadership, which aims to establish agriculture as a cornerstone of the nation’s development. This strategic choice has resulted in substantial investments by the Kingdom in advanced technologies designed to signifi cantly increase crop yields and production of animal-based products. Particular attention is paid to the Kingdom’s cooperation with foreign states. By examining the experience of interaction between the Russian Federation and the Kingdom of Saudi Arabia accumulated in recent years, the article identifies promising directions for bilateral cooperation in the field of food security policy.
