The political internet meme as an instrument of propaganda: A theoretical model and normative assessment

Abstract: 

Political internet memes constitute a specific form of political communication that combines visual and verbal elements and is characterized by rapid dissemination and strong emotional resonance. This article proposes a conceptual framework for analyzing political memes that integrates three analytical dimensions: purpose, authorship regime, and normative permissibility. The work is theoretical and heuristic in nature; its aim is to develop a conceptual apparatus and an explanatory logic for the interactions among these dimensions, without attempting quantitative operationalization. The framework is intended to facilitate qualitative analysis of meme-based communication and to outline directions for subsequent empirical testing and practical adaptation in studies of political communication. In addition, the author outlines methodological foundations of the proposed framework and situates it within the existing literature on memetics and digital propaganda. The paper describes key categories of meme purposes, typologies of authorship regimes, and criteria used to assess the normative permissibility of such communication. It demonstrates how platform conditions and platform-specifi c dissemination practices modify the political eff ect of memes. The conclusion discusses the limitations of the approach and proposes directions for further research, including empirical validation of the framework across diff erent platform environments and development of practical guidelines for analyzing political communications.
